Allocates funding for income assistance programs including Aid to Aged, Blind or Disabled ($30.5M), Temporary Assistance for Needy Families ($102.6M), and child care services ($565M)

Funds nine state mental health and developmental centers including Elgin Mental Health Center ($62.8M), Clyde L. Choate Center ($39.4M), and Governor Samuel H. Shapiro Developmental Center ($80.9M)

Provides funding for community-based services including developmental disabilities programs ($983.7M), mental health grants ($359.8M), and addiction prevention and treatment ($198.1M)

Funds support services including vocational rehabilitation ($63.5M), human capital development ($247M), community youth services ($100.7M), and community health programs including WIC nutrition services ($352.9M)
