Appropriates $16,781,900 to the Office of the State Treasurer for ordinary and contingent expenses including personal services, employee benefits, contractual services, travel, commodities, equipment, and technology costs.

Appropriates $8,100,000 from the Bank Services Trust Fund for payments to financial institutions for banking services.

Appropriates $42,794,400 for refunds of estate tax overpayments and $11,124,600 for refunds of accrued interest on protested tax cases.

Appropriates $1,656,793,978 ($616,820,030 principal and $1,039,973,948 interest) from the General Obligation Bond Retirement and Interest Fund for payment of state bonded indebtedness.

Appropriates funds for capital crimes litigation expenses ($10,191,100 total), arbitrage rebate payments ($500,000), an Inspector General position ($300,000), and hospital loan collateralization ($5,000,000), effective July 1, 2010.
