Appropriates $25,160,620 from the General Revenue Fund for the Office of the State Appellate Defender's ordinary and contingent expenses, including personal services ($15,647,079), retirement contributions ($4,733,711), and operational costs.

Appropriates $347,716 from the General Revenue Fund for the Capital Post-Conviction Unit's expenses.

Appropriates $275,000 ($210,000 federal trust fund plus $65,000 matching funds) for federally assisted programs addressing systemic sentencing issues in appeals cases.

Appropriates $4,434,385 from the Capital Litigation Trust Fund for trial attorney assistance ($3,230,213) and capital post-conviction case assistance ($1,204,172).

Appropriates funds for the Expungement Program ($315,000), Public Defender Training Program ($50,000), and Juvenile Defender Resource Center ($350,000), all from the General Revenue Fund; effective July 1, 2010.
