Appropriates $234,167,000 from the General Revenue Fund to the Board of Trustees of Southern Illinois University for fiscal year ending June 30, 2011, including $208,928,200 for personal services and salaries.

Provides $2,500,000 from the General Professions Dedicated Fund for development, support, and administration of pharmacy practice education and training programs at the Edwardsville campus.

Allocates $59,000 from the State College and University Trust Fund for scholarship grants from collegiate license plate sales.

Becomes effective July 1, 2010.
