IL SB3943

Terminates the terms of all current Commuter Rail Board (METRA) members 30 days after the bill's effective date or when successors are appointed and qualified.

Grants the Governor power to appoint 11 new board members with advice and consent of the Senate, replacing the previous system where local governments appointed directors.

Requires board members to reside in specific geographic areas: one each from DuPage, McHenry, Will, Lake, and Kane counties; one from Chicago; and five from Cook County outside Chicago in designated townships.

Establishes that no more than 6 directors may be affiliated with the same political party and prohibits board members from holding other government positions or receiving compensation from elected/appointed offices.

Changes vacancy-filling procedures so the Governor appoints replacements with Senate approval, and makes failure to maintain residency in the required geographic area an automatic resignation that creates a vacancy filled by the Governor.
