IL SB3947

Amends the Higher Education Student Assistance Act to add a new subsection (b-5) to Section 40 regarding Illinois Veteran Grants.

Allows qualified veterans who elect not to use the Illinois Veteran Grant program or any federal veteran tuition assistance program to transfer their grant entitlement to their natural child, legally adopted child, or step-child.

Veteran must otherwise qualify for the grant under existing subsections (a) or (b) to be eligible to transfer the entitlement.

Does not modify the core veteran grant benefit of full tuition and mandatory fee coverage for up to 4 years of full-time enrollment at Illinois State-controlled universities or public community colleges.
