Changes Chicago Board of Education from an appointed 7-member board to an elected 7-member board beginning April 12, 2011, with elections held at consolidated elections in April every two years.

Divides the school district into 3 regional districts (northern, southern, and western), each electing 2 board members, plus 1 at-large member elected citywide; regional districts must be compact, contiguous, and substantially equal in population.

Requires candidates for regional district seats to obtain nominating petition signatures from at least 0.5% of registered voters in that district; at-large candidates must obtain signatures from at least 10% of registered voters in the entire district.

Transfers the power to appoint successor Inspectors General from the Mayor to the Board of Education, effective April 12, 2011.

Board members elected to initial terms in 2011 shall determine by lot which 4 serve 4-year terms and which 3 serve 2-year terms; thereafter all members serve 4-year terms.
