• Amends the Unified Code of Corrections to allow the Director of Corrections to consider an inmate's documented conduct both while incarcerated in various penal facilities and when not incarcerated when determining good conduct credit for meritorious service.

• Authorizes the Director to make determinations that an inmate's early release, based on documented conduct, poses an elevated risk to public safety.

• Applies to good conduct credit determinations under Section 3-6-3 of the Unified Code of Corrections.

• Takes effect immediately upon becoming law.
