IL SB3960

Amends the Unified Code of Corrections to define "meritorious service" for purposes of the Director of Corrections awarding up to 180 days of additional good conduct credit to prisoners.

Defines meritorious service to include: saving lives or preventing bodily harm; performing heroic service during disasters; volunteering for hazardous assignments; assisting during disturbances; participating in educational or rehabilitative programs; providing valuable assistance to other inmates; and other exceptional service approved by the Director and Governor.

Restricts meritorious service credit awards to 90 days maximum for prisoners convicted of first-degree murder, reckless homicide, certain sexual offenses, aggravated kidnapping, and other serious crimes; prohibits awards entirely for enumerated violent offenses committed after specific effective dates.

Requires the Director to make written determinations before awarding meritorious service credit and prohibits awards until a prisoner has served at least 60 days of their sentence.

Takes effect immediately upon becoming law.
