Creates an Office of the Commuter Rail Inspector General (METRA) for a 5-year term to detect, deter, and prevent fraud, corruption, waste, and mismanagement in the Commuter Rail Division.

Establishes a 7-member Selection Committee composed of State's Attorneys from Cook, DuPage, Kane, Lake, McHenry, and Will counties to appoint the Inspector General by affirmative vote of at least 5 members; initial appointment must occur within 120 days.

Requires the Inspector General to have a baccalaureate degree, no felony convictions, and 7+ years of cumulative service in law enforcement, prosecution, judiciary, or senior government management roles.

Grants the Inspector General authority to investigate fraud, waste, abuse, and misconduct involving METRA personnel, vendors, and contractors; issue subpoenas; and publish investigation reports with findings and recommendations.

Mandates the Commuter Rail Board provide an independent annual budget of at least $1,000,000 for the office and requires appointment of an ethics officer; also amends the Whistleblower Act to include the Inspector General's office as an employer.
