County boards must create a uniform application process for all appointed county positions, defined as positions on boards or commissions where the county board, board members, or chairperson has appointment authority.

Counties with Internet websites must establish and maintain a centralized, searchable public database within 90 days containing position qualifications, current members and their terms, vacancies, and application procedures.

Counties without Internet websites must publish the required information in a newspaper of general circulation within 90 days and annually thereafter, with copies available at the county clerk's office.

County residents may file mandamus or injunction lawsuits to enforce compliance, and courts may award reasonable attorney's fees and costs to prevailing citizens.

Home rule units are prohibited from adopting application procedures or posting requirements inconsistent with this Section, and no State reimbursement is required for implementation.
