Allows persons laid off during the 1987 closure of certain Department of Veterans' Affairs field offices to establish up to 15 years of service credit in the State Employee pension system by making specified contributions plus interest.

Requires the employee contribution to be based on the rate of compensation earned on the date in 1987 when the person was laid off, using the contribution rate then in effect.

Applies only to individuals who received a recall notice, advised the Department they could not return due to contractual commitments with the State, and were not subsequently recalled.

Requires applications to be submitted no later than 6 months after the effective date of this amendatory Act.

Takes effect immediately upon becoming law.
