Amends the Illinois Governmental Ethics Act to authorize county clerks to establish Internet-based systems for filing statements of economic interests at their discretion.

Requires Internet-based filing systems to include password-protected websites and must allow filers to respond to items required by Section 4A-102.

Prohibits candidates for elective office from using the Internet to file statements of economic interests; they must file in written or printed form and receive a written or printed receipt.

Mandates that once a county establishes an Internet-based filing system, all persons required to file must use it, with provisions for those without Internet access and written notification to all filers.

Requires county clerks to post filed statements on a publicly accessible website for inspection and copying, excluding filers' addresses, and allows counties to establish Internet-based processes for submitting lists of required filers.
