Establishes a standing Mississippi River Parkway Subcommittee within the Mississippi River Coordinating Council consisting of 6 public members from counties adjacent to the Mississippi River and ex-officio state members with knowledge of the river.

Subcommittee members are appointed by the Council chairperson and serve as non-voting members of the Council; the subcommittee chairperson represents Illinois to the National Mississippi River Parkway Commission.

Subcommittee duties include analyzing programs of interstate compacts and agencies affecting air, water, and land use along the Mississippi River; submitting reports to the Council at least twice annually; and advising state and local agencies on Great River Road projects.

Subcommittee shall cooperate with the National Mississippi River Parkway Commission to promote the Great River Road and may pay an annual participation fee subject to appropriation.

State agency directors (Transportation, Agriculture, Historic Preservation, Natural Resources, and Commerce and Economic Opportunity) must each designate at least one employee to assist the Subcommittee; effective January 1, 2011.
