SB3975 Summary

• Extends the payment deadline for outstanding fiscal year 2010 liabilities from December 31, 2010 to April 30, 2011, allowing payment from expiring appropriations.

• Permits payment of interest penalties on fiscal year 2010 liabilities under the State Prompt Payment Act from expiring appropriations through April 30, 2011.

• Requires vouchers for the liabilities to be received by the Comptroller no later than August 31, 2010 to qualify for the extended payment period.

• Amends Section 25 of the State Finance Act (30 ILCS 105/25) regarding fiscal year limitations on appropriations and expenditures.

• Takes effect immediately upon becoming law.
