SJ0005 Summary

• Creates a 29-member Parents and Community Accountability Study Committee to examine racial and socioeconomic disparities affecting child and youth development in Illinois.

• Committee membership includes appointees from legislative leadership, state agencies (Children and Family Services, Human Services, Education, Juvenile Justice, Healthcare and Family Services, Corrections, and Aging), the Governor's office, and six public members representing child welfare, public health, formerly incarcerated individuals, faith-based communities, and court personnel.

• Committee shall identify ways to increase parental accountability for children's actions and engage communities in investing in pro-social development of children and families.

• Committee shall research supports needed to help parents develop skills for positive youth development and reduce violence in homes, schools, and communities, and study systems needed to assist communities in reinvesting in children and families.

• Committee must hold public hearings across legislative districts and submit findings and recommendations to the General Assembly by June 30, 2010; Department of Human Services and Department of Children and Family Services shall provide staff and administrative support.
