Creates a bipartisan task force to evaluate the status of African Americans, Latinos, and Native Americans in Illinois public and private higher education institutions.

Task force membership includes 4 House members (2 Republican, 2 Democrat), 4 Senate members (2 Republican, 2 Democrat), representatives from the State Board of Education, Board of Higher Education, Illinois Student Assistance Commission, and groups representing independent colleges, Black concerns, Latino concerns, and community colleges.

Task force shall assess student accessibility, representation of minorities in faculty and staff positions across all job categories, and campus climate issues affecting student success and retention.

Task force shall conduct regional public hearings on college and university campuses across Illinois and receive assistance from the Board of Higher Education.

Task force shall file a report to the General Assembly, Governor, State Board of Education, and Board of Higher Education with findings and recommendations for legislative action.
