Encourage the Governor's Office of Management and Budget to use increased Federal Medical Assistance Percentage (FMAP) funds along with available Health and Human Services Medicaid Trust Fund and Community Mental Health Medicaid Trust Fund balances to maintain community mental health and substance abuse treatment services.

Request sufficient funding allocation to maintain current appropriation levels for mental health and substance misuse treatment community providers and ensure timely payment of the State's obligations.

Direct funds toward maintaining community care infrastructure provided by mental health and substance misuse treatment providers during the State's fiscal crisis.

Require copies of the resolution to be sent to the Illinois General Assembly, the Office of the Governor, and the Director of the Governor's Office of Management and Budget.
