Notes red backpacks are positioned in 4,000-5,000 squad cars and ambulances across Cook, McHenry, Lake, Kane, DuPage, LaSalle, Sangamon, Will Counties, and the entire State Police fleet

Applauds the program's efforts to help first responders build community relationships, support vulnerable children, and promote literacy and crime prevention

Designates June 27, 2009 as "With Wings and A Halo-R.E.A.C.H. a Child Day in the State of Illinois" and directs copies of the resolution be presented to the organization
