Creates a 17-member Clean Water Commission to address pharmaceutical contamination in Illinois waters, with members appointed by the Governor, Illinois Environmental Protection Agency Director, state legislative leaders, and representatives from water districts, pharmaceutical manufacturers, farms, hospitals, consumer protection organizations, and solid waste agencies.

Commission co-chairs designated from appointees of the Governor and Illinois Environmental Protection Agency Director to oversee operations and make certain appointments.

Requires the Commission to conduct quarterly testing of select state waters in cooperation with the Illinois Environmental Protection Agency, with priority given to areas with past contamination reports.

Mandates quarterly reports to the Department of Public Health and Environmental Protection Agency with findings made publicly available online, and annual reports to the General Assembly as needed.

Illinois Environmental Protection Agency shall provide administrative and support services to the Commission.
