Creates the Illinois Great Migration Centennial Commission to plan and commemorate the 100-year anniversary of the Great Migration from January to December 2016.

Commission membership includes the President of the Senate and Speaker of the House as co-chairpersons, the Governor or designee, and 25 appointed members representing diverse backgrounds across Illinois, appointed by the Governor, legislative leaders, and minority leaders.

Appointed members serve without compensation but may be reimbursed for reasonable and necessary expenses if funds are available.

Commission purposes include elevating the centennial to a high-profile bipartisan event, recognizing the Great Migration as the largest migration in North America, stimulating creation of related programs, and highlighting institutions connected to the migration.

Commission shall develop educational curriculum, a national honorary committee, signature entertainment events, symposiums with university and arts partners, year-long cultural events, and branded merchandise; must report progress to the General Assembly and Governor by December 31, 2010.
