Establishes a joint legislative and gubernatorial commission to review the future financing of Illinois Medicaid program.

Commission must develop a plan to compensate for the expiration of federal stimulus funding on December 31, 2010, which is expected to create a budget gap of at least $1.3 billion.

Commission will recommend creation of an executive-level Medicaid management group to address program issues across agencies and budgetary categories.

Commission will recommend issuance of a comprehensive annual report on Illinois Medicaid with essential data and program effectiveness evaluation.

Commission composition: 4 members from Illinois House (2 from Speaker, 2 from Minority Leader), 4 members from Illinois Senate (2 from President, 2 from Minority Leader), and 3 members appointed by the Governor.
