Creates a Mobile and Manufactured Home Study Committee to examine relocation processes when mobile or manufactured home parks close in Illinois.

Committee consists of 10 members including the Director of Public Health, Attorney General, four General Assembly members (one appointed by each of Speaker, Senate President, and both Minority Leaders), representatives from park owner organizations in downstate and northern Illinois, and two representatives from a statewide mobile and manufactured home owners organization.

Study Committee shall examine relocation assistance programs in other states, consider funding mechanisms (including homeowner fees, park owner fees, moving company fees, and government programs), and assess feasibility of creating a relocation trust fund.

Committee shall develop best practices to minimize closure impacts, analyze relocation data, research available insurance policies covering relocation costs, and study legal and financial consequences of home abandonment.

Committee must report findings and recommendations to the General Assembly by March 15, 2010.
