Reaffirms Illinois' obligation to promote job creation and attract businesses to the state, particularly in technology sectors.

Recognizes the iBIO Institute and Illinois Biotechnology Industry Organization (iBIO) for their economic development efforts, including the PROPEL program which assisted 49 technology firms, created or retained over 185 jobs, and generated $10 million in new capital investment.

Acknowledges iBIO's Ambassadors Program that helped attract 2 overseas companies to establish U.S. headquarters in Illinois through pro bono assistance from industry executives.

Directs all state agencies to cooperate with the iBIO Institute and other nonprofits in raising funds and executing programs that promote job creation and business attraction to Illinois.

Establishes as state policy the encouragement of economic development activities conducted by not-for-profit organizations working to lessen the state government's economic development burden.
