Creates a Recess in Schools Task Force to examine barriers preventing schools from providing daily recess to age-appropriate students and develop recommendations to overcome those obstacles

Task Force comprises 15 members appointed by the Governor, legislative leaders, Chicago Board of Education, education labor organizations, principals' organizations, parent-teacher organizations, and advocacy groups for children's health and family issues

Task Force must meet within 60 days of resolution adoption and submit final report to the General Assembly by January 1, 2011

Resolution cites research showing recess improves student focus, concentration, cognitive function, physical health, and social-emotional development including leadership and conflict resolution skills

Resolution notes that childhood obesity rates have increased to one in three American children being overweight or obese, and recess provides essential physical exercise during the school day
