Affirms Illinois commitment to the Olmstead decision requiring deinstitutionalization of people with developmental disabilities who can live in the community with appropriate supports and services.

Establishes goals to reduce State-Operated Developmental Centers (SODCs) usage by 8.9% annually through 2017 to achieve national parity utilization rates of 11.1 per 100,000 population (down from Illinois' 18.0 per 100,000).

Directs implementation of person-centered planning and service delivery for all individuals with developmental disabilities, emphasizing choice, flexibility, and the most integrated settings possible regardless of disability severity.

Calls for increased funding for Home and Community Based Services (HCBS), reduction of wage disparities between state employees and community-based service providers, and development of comprehensive data management systems.

Requires future state budgets to align funding and resources with the Division of Developmental Disabilities' 7-year Strategic Plan (2011-2017) priorities and benchmarks.
