Directs the Auditor General to conduct a comprehensive management audit of all State of Illinois boards, commissions, task forces, councils, and authorities (over 300 entities total).

Audit must examine each board and commission's name, authority, creation year, purpose, appointed members and vacancies, and costs of compensation and expense reimbursements for Fiscal Years 2007-2009.

Requires documentation of all board and commission meetings during Fiscal Years 2007-2009, including dates, locations, attendance records, and any reports or work products prepared.

Directs audit to identify whether boards and commissions met applicable requirements during Fiscal Years 2007-2009, including boards never established, inactive boards, those with long-term vacancies, expired member terms, or failure to meet periodically.

Mandates all State agencies and entities provide full cooperation with the Auditor General's Office and requires the Auditor General to report findings and recommendations per the Illinois State Auditing Act.
