Direct the Auditor General to conduct a management audit of Illinois' nine public universities and their individual boards of trustees.

Audit must examine operating costs per campus, credit hours offered, cost per credit hour, student enrollment, and degrees conferred for the most recent completed academic year.

Audit must analyze total revenue sources, administrative structure costs, academic personnel numbers, professor/instructor salaries and workloads, and sabbatical costs at each campus.

Audit must review tuition revenue received by each campus and determine how much state-provided financial aid was given and what portion requires student repayment.

Require public universities, the Board of Higher Education, and other relevant entities to fully cooperate with the Auditor General and report findings in accordance with the Illinois State Auditing Act.
