James C. Torricelli, Ph.D., of Rochester, passed away on September 22, 2010, and the Illinois Senate expresses mourning for his death.

Born January 28, 1935, in Tovey to Italian immigrant parents; earned degrees including an associate's from Springfield Junior College, bachelor's from Quincy College, master's from Southeast Missouri State University, and Ph.D. from Southern Illinois University.

Served eight years in the Army Reserve during the Korean War and was made an Honorary Colonel of the National Guard; worked as a teacher, coach, vocational school administrator, and ran the non-profit organization New Start Inc. for over 30 years.

Active in community and religious life as a member of the Cathedral of the Immaculate Conception, Sangamo Club, Roman Cultural Society, and founding member of the Bulldog Baseball Dugout Club.

Survived by three siblings, fiancée Cheryl Betty, one daughter, four sons, seven grandchildren, and numerous nieces, nephews, and friends; a copy of the resolution will be presented to his family.
