Amends the Firearm Owners Identification Card Act to establish that regulation of firearms, ammunition, and related components is an exclusive power of the State of Illinois.

Prohibits local governments and home rule units from requiring registration of firearms, persons, or ammunition as a condition of ownership or possession.

Prohibits local governments from requiring reports on firearm or ammunition sales and transfers, and from maintaining registries or lists of such items.

Voids all existing local ordinances and resolutions enacted after the effective date that impose registration requirements on firearms, ammunition, components, accessories, or accoutrements.

Establishes this section as a limitation on home rule powers under the Illinois Constitution.
