Eliminates the provision allowing insurance company lawsuits to be brought in any county where the plaintiff resides, requiring such actions to follow standard venue rules.

Adds requirement that actions must be dismissed for lack of proper venue if no defendants are state residents and the transaction did not occur in Illinois.

Applies all changes only to actions filed after the bill's effective date.
