County clerks and election boards must provide voter registration at precincts on election day, with persons registering on election day required to be residents of the precinct in which they register.

Amendments apply to multiple sections of the Illinois Election Code covering different jurisdictions and registration methods (Articles 4, 5, and 6).

Election day precinct registration is added as a requirement in addition to existing registration methods at county clerk offices, temporary registration locations, and through deputy registrars.

The legislation becomes effective immediately upon passage.
