Eliminates the State's Attorney's authority to object to court orders of continuance under supervision in juvenile delinquency cases.

Allows first-time offenders only to move to vacate a finding of delinquency upon successful completion of probation, with the motion to be filed within 30 days unless good cause is shown.

Restricts vacation of delinquency findings to minors with no previous findings, no pending matters, no other convictions, and excludes cases involving homicide, deadly weapons, or sex offenses.

Once a delinquency finding is vacated, the case is treated as if it never occurred and the person cannot be required to disclose having a juvenile record.

Applies the new provisions retroactively to all motions pending at the time the law takes effect.
