Amends the Unemployment Insurance Act Section 611 to exclude primary Social Security old age and disability retirement benefits from disqualifying income for unemployment insurance purposes.

Removes Social Security benefits (including those based on self-employment) from the definition of "disqualifying income" because individuals contributed to these benefits.

Allows individuals receiving Social Security retirement benefits to remain eligible for unemployment insurance benefits without reduction based on those Social Security payments.

Maintains existing rules for other types of retirement payments and pensions that are employer-funded or partially employer-funded.
