HB0112 Summary: Family and Personal Protection Act

• Creates a statewide concealed carry permit system administered by county sheriffs, allowing qualified persons at least 21 years old to carry concealed handguns valid for 3 years throughout Illinois.

• Requires applicants to complete 8 hours of classroom instruction and live firing exercises (minimum 20 rounds at 7 yards) developed by the Illinois Law Enforcement Training Standards Board, with fees capped at $125.

• Establishes eligibility requirements including valid Firearm Owner's Identification Card, 6-month Illinois residency, no felony convictions, no violent misdemeanors, no drug/alcohol violations, and no gang membership.

• Prohibits concealed carry in police stations, courthouses, schools, child care facilities, bars, airports, certain government buildings, and religious institutions; allows private businesses and employers to prohibit carry on their premises with posted signage.

• Preempts all local and home rule ordinances, declaring regulation of concealed firearms an exclusive state function.
