Excludes any person who becomes a director of the Illinois State Toll Highway Authority on or after the bill's effective date from the definition of "employee" under the Illinois Pension Code, making them ineligible for pension system membership.

Eliminates annual salary and compensation for the chairman and directors of the Illinois State Toll Highway Authority beginning on the bill's effective date, limiting them to reimbursement for actual expenses incurred in performing their duties.

Prohibits crediting any service or contributions to retirement systems or pension funds for the chairman and directors serving on or after the bill's effective date, and bars use of public funds for such retirement credits.

Prohibits the chairman and directors from receiving any financial benefits or perquisites for their service, including participation in life or health insurance programs, effective immediately upon the bill's enactment.
