Amends the Counties Code to establish county authority to set standards for wind farms and electric-generating wind devices, including height and density requirements.

Defines "distributed wind energy generation devices" as small-scale wind turbines interconnected to distribution systems and located on the customer side of electric meters to offset electricity load.

Exempts distributed wind energy generation devices from public hearing requirements that apply to other wind farm siting decisions; counties may allow test wind towers without formal county board approval.

Prohibits counties from limiting the height of distributed wind devices on agricultural, industrial, or commercial property beyond a 1.1 times height setback requirement from property lines.

Caps permit fees for distributed wind energy generation devices at $100 total and prohibits annual or ongoing fees; counties may require FAA compliance certification.
