Eliminates the distinction between primary and general election cycles for campaign contribution limits from political party committees to candidate committees, applying the same limits during all election cycles.

Sets contribution limits during any election cycle for candidate committees: $5,000 from individuals, $10,000 from corporations/labor organizations/associations, and $50,000 from other candidate or political action committees.

Establishes tiered limits for political party committee contributions to candidate committees based on office sought: $200,000 for statewide office, $125,000 for Senate/Supreme/Appellate Court in First District/county offices in counties with 1,000,000+ residents, $75,000 for House/other courts, and $50,000 for all other offices.

Creates a temporary provision (effective until July 1, 2013) allowing political party committees that file a Statement of Nonparticipation in Primary Elections to accept unlimited contributions from candidate and political party committees during the primary period.

Takes effect immediately upon becoming law.
