Amends the Illinois Humane Care for Animals Act to add an exemption for trap-neuter-spay-vaccinate-release (TNVR) programs.

Permits caretakers to trap, neuter or spay, vaccinate, and release or return animals to their original habitat without violating the cruel treatment provision.

Exemption applies specifically to efforts to reduce the number of stray animals.

Maintains existing penalties for animal cruelty violations: Class A misdemeanor for first offense and Class 4 felony for second or subsequent convictions.

Takes effect immediately upon becoming law.
