Restricts Site Remediation Program participation to sites not on the National Priorities List, not subject to federal/state underground storage tank or solid/hazardous waste closure requirements, and not under federal court order or EPA directive.

Excludes from liability protections any remediation regulated under federal environmental statutes (Clean Air Act, Clean Water Act, RCRA, Safe Drinking Water Act, TSCA, FIFRA) or sites ineligible for the Site Remediation Program.

Changes the Pollution Control Board's authority from "shall" to "may" adopt rules concerning liability and cost recovery for remedial actions and proportionate share determination.

Clarifies that "No Further Remediation Letter" liability release applies only to sites eligible for the Site Remediation Program, not all sites receiving the letter.

Specifies that "remedial action" definition applies only within the Site Remediation Program context.
