Establishes the Legislative Oversight Council on Cost Feasibility for Health Care Plan Implementation to examine health care recommendations and improve communication and coordination among state health care systems.

Council consists of 20 members: 8 General Assembly members, 8 members from the general public representing business, labor, insurance, doctors, hospitals, and nurses, plus directors of Healthcare and Family Services, Human Services, Public Health, and the Division of Insurance.

President of the Senate and Speaker of the House each designate one council member to serve as co-chair.

Council shall meet at least quarterly, may conduct public hearings, and may advise state agencies on proposed programs or changes; state agencies must consider council recommendations.

Council must report annually to the General Assembly and Governor on proposed or recommended changes to state health care plans and associated costs; Department of Public Health provides staff and administrative support.
