Requires candidates for executive constitutional offices (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, Treasurer) to file copies of their state and federal tax returns for the 5 preceding taxable years with the State Board of Elections no later than 90 days before the general election.

Mandates the State Board of Elections make disclosed tax returns available to the public for inspection and copying as soon as practical after receipt.

Allows the State Board of Elections to redact social security numbers and other personal identifying information from tax returns at the candidate's direction before making them public.

Prohibits any candidate who fails to make all required tax return disclosures from appearing on the ballot for the general election in which they failed to comply.
