Amends the Illinois Police Training Act to require sensitivity training regarding the African American male population of Illinois for both probationary and permanent police officers.

Mandates that sensitivity training with regard to the African American male population be included in the curriculum for all certified police officer training schools.

Requires permanent police officers to receive refresher and in-service training specifically including sensitivity training with regard to the African American male population of Illinois.

Applies requirement to all home rule local governmental units and their police officers, establishing it as a limitation on home rule powers under the Illinois Constitution.

Effective immediately upon passage.
