Amends Section 12-7 of the Illinois Drainage Code to add an exemption from penalties for obstruction, destruction, or removal of agricultural drainage tiles on a person's or entity's own property.

Exemption applies only when a licensed hydrological engineer or other qualified professional determines that removing the drainage tile will not adversely impact water runoff in the drainage district.

Maintains existing criminal penalties (Class A misdemeanor for drain obstruction; Class 3 felony for levee breaching) and civil liability for repair costs and property damage for actions not covered by the exemption.

Takes effect immediately upon becoming law.
