Establishes the "Local Initiative Sunshine Act" requiring the Office of the Comptroller to create and maintain a searchable public database of gubernatorial and legislative member initiatives beginning July 1, 2011.

Defines "gubernatorial or legislative member initiative" as grants from State funds to specific local governments, school districts, not-for-profit organizations, or non-governmental entities for infrastructure improvements or operating expenses, excluding statewide programs based on generally applicable eligibility standards.

Database must include for each grant recipient: name, amount, funding agency and source, purpose, location, any recoverable grants, and other relevant information, with searchable fields by recipient name, sponsor, funding agency, and location.

Requires the website to allow public input on utility and recommendations for improvements, and prohibits compliance through links to other websites unless all required information from all agencies is searchable in a single search.

Act takes effect upon becoming law.
