HB0311 - Illinois Universal Health Care Act

• Establishes universal health coverage for all Illinois residents through the Illinois Health Services Program, with eligible individuals receiving an insurance card after completing a simple application form.

• Covers all medically necessary services including primary care, specialty care, inpatient/outpatient care, emergency care, prescription drugs, dental services, mental health services, long-term care, and vision care with no deductibles or copayments for basic covered benefits.

• Prohibits private health insurers from selling duplicate coverage and makes investor-ownership of hospitals, HMOs, nursing homes, and clinics unlawful; existing investor-owners receive compensation for facilities only.

• Creates the Illinois Health Services Trust funded by graduated income contributions (20% individuals, 20% businesses, 60% government), federal health care funds, and state appropriations to finance the Program with administrative costs capped at 12% initially, declining to 5% long-term.

• Establishes the Illinois Health Services Governing Board to administer the Program, negotiate provider reimbursement rates, manage a single prescription drug formulary through a Pharmaceutical and Durable Medical Goods Committee, and ensure at least one-third of Board members are consumer representatives.
