Appropriates $22,153,950 from the General Revenue Fund to the Illinois State Board of Education for personal services, employee benefits, contractual services, travel, and operational costs for fiscal year beginning July 1, 2011

Appropriates $6,368,759,716 from the General Revenue Fund, Education Assistance Fund, and Common School Fund for General State Aid, special education reimbursements, transportation, disabled student services, and various education programs

Appropriates $330,846,338 from the General Revenue Fund for early childhood education ($325,123,535), children's mental health partnerships, autism training, technology initiatives, and lowest-performing schools support

Appropriates funding for specialized education programs including bilingual education ($63,381,200), student assessments ($24,000,000), career and technical education ($38,562,100), and regional superintendent services ($2,225,050)

Appropriates $3,000,000 from the General Revenue Fund to the Illinois Community College Board for the Re-Enrollment Student Program; act takes effect July 1, 2011
