Amends the Illinois Governmental Ethics Act by adding Section 3A-40 to restrict campaign contributions from gubernatorial appointees.

Prohibits persons appointed by the Governor to a board or commission, their spouses, and immediate family members living with them from making contributions to the Governor or political committees supporting that Governor during their appointment and for one year after termination.

Makes a person ineligible for appointment by the Governor to a board or commission if they, their spouse, or an immediate family member living with them made contributions to that Governor or the Governor's political committee during the preceding year.

Defines key terms including "board or commission," "contribution," and "political committee" by reference to the Illinois Constitution, State law, executive orders, and the Election Code.
