Amends the Secretary of State Act to allow depositors to file wills with the Secretary of State by certified mail in addition to in-person deposit, with the depositor bearing all postage and delivery costs.

Defines "depositor" as an attorney licensed or formerly licensed in Illinois, the attorney's representative, guardian, or personal representative of a deceased attorney's estate.

Establishes a $15 deposit fee for each will, with an additional $10 retrieval fee charged when the Secretary of State delivers the will to a probate court clerk upon notification of the testator's death.

Requires the Secretary of State to create a publicly searchable alphabetical index of deposited wills by testator name within 90 days of the law's effective date, while keeping the actual will envelopes and contents confidential until the testator's death.

Permits destruction of deposited wills only if no death notice has been received and at least 100 years have passed since the will was deposited.
