IL HB1057

Creates the Council on Efficient Government to review whether state agency goods and services should be privatized or outsourced to achieve cost savings or improved value, effective July 1, 2011.

Council consists of one state agency head appointed by the Governor, six private enterprise members appointed by the Governor, Senate President, and House Speaker, with 2-year terms and a minimum quorum of 3 members.

Requires business case analyses for outsourcing proposals over $1,000,000 annually, with detailed cost-benefit analyses, performance standards, transition plans, and contingency provisions submitted to the council, Governor, and legislature 30-60 days before solicitation.

Establishes an inventory of state agency commercial activities by June 30, 2012, classifying them as either commercial or inherently governmental, updated every 2 years and made publicly available electronically.

Exempts transportation construction contracts and repeals the entire act on July 1, 2021; requires the council to submit annual reports to the Governor and legislature on outsourcing efforts and recommendations.
